I have used respite and have also provided it. Typically you send all they need - formula, a few bottles, pacifier, diapers, wipes, burp cloths, car seat, and clothing. I don't send a packing list but in your case I certainly would. It will help both parties. Also send the baby's schedule and any tips you have for them.
As for getting him back - it's hard to know what they meant! If your agency may not send him back to you then just be sure they know what you expect back - my guess is the car seat? It would be ashame if the agency moved him though....
