Gulf states not only pump oil; they burn it, too

EVERYONE knows why oil prices, at around $125 for a barrel of Brent crude, are so high. The long-term trends are meagre supply growth and soaring demand from China and other emerging economies. And in the short term, the market is tight, supplies have been disrupted and Iran is making everyone nervous.

Saudi Arabia, the only OPEC member with enough spare capacity to make up supply shortfalls, is the best hope of keeping the market stable. The Saudis recently reiterated their pledge to keep the market well supplied as American and European Union sanctions hit Iran. Over time, other producers in the Persian Gulf may be able to pump more. Iraq?and Iran itself?have vast oilfields that could eventually provide markets with millions more barrels a day (b/d). All this is conventional wisdom.

Yet these calculations do not take account of the region?s growing thirst for its own oil. Between 2000 and 2010 China increased its consumption of oil more than any other country, by 4.3m b/d, a 90% jump. It now gets through more than 10% of the world?s oil. More surprising is the country that increased its consumption by the second-largest increment: Saudi Arabia, which upped its oil-guzzling by 1.2m b/d. At some 2.8m b/d, it is now the world?s sixth-largest consumer, getting through more than a quarter of its 10m b/d output.

Saudi Arabia is not the only oil-producer that chugs its own wares. The Middle East, home to six OPEC members, saw consumption grow by 56% in the first decade of the century, four times the global growth rate and nearly double the rate in Asia (see map).

Energy use per head is also rising. According to BP, in 1970 in the Middle East it was half what it was in other emerging markets. By 2010 it was three times higher. Global oil consumption stayed at roughly 4.6 barrels a head annually between 2000 and 2010, but the average Iranian and Saudi was getting through roughly 30% more by the end of the decade. The Saudis consume 35.1 barrels each. Overall energy consumption per head, at 7.3 tonnes of oil equivalent, is roughly the same as in America (see chart), which is much richer.

There are three explanations for this growing taste for oil. The first is demography. Populations in the Persian Gulf, and in OPEC as a whole, are growing fast. Tiny Qatar?s population trebled between 2000 and 2010. Saudi Arabia?s grew from around 20m to 27.4m, a 37% increase. Demand for power, water and petrol has risen accordingly. Saudi power-generating capacity has doubled in the past decade. Paleo Dream Jobs: Bringing Dinos Back to Life

Tyler Keillor (pronounced “KEEL-er”) is a soft-spoken, understated paleoartist whose work is anything but. He works at the University of Chicago as a paleoartist, reconstructing creatures that paleontologist Paul Sereno excavates on his expeditions around the world. When I met Tyler eleven years ago, he was working in a cavernous, three-story high cinderblock warehouse, with no heat and no ventilation (Sereno has since turned the space into a world-class dinosaur prep lab). The walls were lined with industrial shelves stacked to the ceiling with massive plaster-encased boulders. On any given day, you could walk into the lab and see Tyler and the other fossil preparators scratching away at the rock to uncover the dinosaur bones contained within. But his work doesn’t end when the skeletons are exposed and put back together. For him, this is just the starting point for creating life-like reconstructions of animals like Sarcosuchus, Nigersaurus, and Rugops. The detail and craftsmanship that goes into these pieces has always astonished me. I interviewed Tyler over email on Sept. 25, 2011. Enjoy!

Eight years ago, Chan Tha Kyaw was Myanmar?s youngest political prisoner, a 15 year old schoolboy locked up for joining a demonstration against the military government. Today he was an unofficial election observer for a small NGO, monitoring the progress towards democracy that has transformed his life.

As the government has changed, offering new political liberties, so has Chan Tha Kyaw. Now he is ready to believe in the reforms, and to engage with them. ?We need a new approach,? he says.

Many voters in Mayangone, a residential suburb of Yangon, seem to share his faith in these by-elections, even though too few seats are at stake to threaten the military-backed government?s majority. In this they are following Aung San Suu Kyi, who is leading her National League for Democracy into the election after boycotting polls in 2010 widely seen as fraudulent. The NLD is claiming she has won her constituency, which would put her in public office for the first time.

?I had no problems voting,? says Hnin Wei Aung, a young woman dressed in her Sunday best as she emerged from a polling station. ?I felt freer than I did in 2010, and I?m confident my vote will be counted properly.?

The atmosphere running up to election day has surprised veteran observers of the traditionally tightly controlled politics in Myanmar (also known as Burma). Newspapers have been more daring, Ms. Suu Kyi?s portrait ? once strictly banned ? is now visible everywhere in Yangon, on posters, tee-shirts, flags, and lapel badges, and tea shops have been abuzz with talk of the elections.

?It is clearer to people that they will not get reprisals if they vote NLD,? says one voter, who preferred nonetheless to remain anonymous. ?Before, only brave people voted against the government. Now they don?t care.?

Some voters, however, remain skeptical, in the light of the rigged 2010 election and a 1990 vote for a constituent assembly in which the NLD won a landslide victory that the military government then ignored.

?I voted today with fairly high confidence, but I still don?t know if the government will lie about the results,? says Kyaw Kyaw, a government employee.

Myanmar citizens began voting Sunday in by-elections that are expected to see opposition leader Aung San Suu Kyi enter parliament for the first time and could lead to an easing of sanctions by the West.

The vote comes after months of surprising reforms by the military-backed government, and almost a quarter-century after Suu Kyi began her pro-democracy struggle.

Sunday's by-election, to fill a few dozen vacant seats in the 664-member legislature, will not change the balance of power in a country still controlled by a clique of retired army officers.

But Suu Kyi's campaign ? made possible by a fragile detente with a government eager to emerge from isolation and get crippling economic sanctions lifted ? has galvanized Myanmar's downtrodden masses and raised hope for change.

The United States and European Union have hinted economic sanctions ? imposed years ago in response to human rights abuses ? could be lifted if the election is free and fair, which could unleash a wave of investment in the impoverished but resource-rich country bordering India and China.

A civilian government took office a year ago after almost five decades of military rule and has surprised the world with the speed at which it has implemented political and economic reforms, including freeing hundreds of political prisoners.

To be regarded as credible, the vote needs the blessing of 66-year-old Suu Kyi, a Nobel Peace Prize laureate who was herself freed from house arrest in November 2010, just after the general election that led to the civilian government the following March.

That election was widely seen as rigged to favour the military-backed Union Solidarity and Development Party (USDP), the biggest in parliament, and Suu Kyi's National League for Democracy (NLD) boycotted the vote.

Suu Kyi appears to have taken a gamble after the reforms pushed through by President Thein Sein, who was himself a general in the former junta. She has called him "honest" and "sincere" and accepted his appeal for the NLD to take part.

Her party is competing for 44 of the 45 by-election seats, but has complained of irregularities that could undermine the vote.

"What has been happening in this country is really beyond what is acceptable for a democratic election. Still, we are determined to go forward because we think that is what our people want," a frail but defiant Suu Kyi told reporters outside her lakeside house in Yangon on Friday.

She has accused rivals of vandalizing election posters, padding electoral registers and "many, many cases of intimidation", including two attempts to injure candidates with catapulted projectiles.

Suu Kyi is running in the constituency of Kawhmu, south of Yangon. She planned to tour polling stations there early on Sunday after voting starts at 6 a.m. (2330 GMT on Saturday), before returning to Yangon later in the day.

It was not clear when the results would be announced.

The government has invited in a small number of election observers, including five from the Association of Southeast Asian Nations, but they have been given hardly any time to prepare inside Myanmar.

As big as France and Britain combined, Myanmar's size, energy resources and ports on the Indian Ocean and Andaman Sea have made it a vital energy security asset for Beijing's landlocked western provinces, and a priority for Washington as President Barack Obama strengthens engagement with Asia.

Some U.S. restrictions such as visa bans and asset freezes could be lifted quickly if the election goes smoothly, diplomats say, while the EU may end its ban on investment in timber and the mining of gemstones and metals.
