Also, European Union leaders agreed on a stricter budget discipline plan to prevent further debt build-up in the region.

Since December, Wall Street has largely decoupled from European equities, trading less in tandem with the region than in the months before. Investors still looked to developments from the region for any setbacks or signs of progress.

"Europe seems to be closer to a resolution, and while they're not done with their issues, any good news will be taken positively," said Rick Bensigor, chief market strategist at Merlin Securities in New York. "Any sellers at this stage will be tactical, and they're likely to get squeezed here."

The S&P is up 4.4 percent in January, its best month since October, heading into the last trading day of the month. The Dow is up 3.6 percent and has had three straight months of gains. The Nasdaq is up almost 8 percent on strong results from technology companies.

Quarterly profits from drugmakers Pfizer Inc and Eli Lilly & Co both topped expectations. But Pfizer trimmed its 2012 view and Lilly repeated an outlook calling for a drop in 2012 earnings.

NEW YORK (AP) ? The agency building the new World Trade Center says a design flaw could add millions of dollars to the cost of the complex's signature tower.

The Port Authority of New York and New Jersey said Tuesday that the loading dock under One World Trade Center won't be finished in time for tenants to move their equipment into the 104-story tower. So it's building five temporary loading bays above ground.

A temporary station that was built for the Port Authority Trans Hudson subway is blocking access to the underground loading area. The station can't be dismantled to make way for underground freight areas until crews finish the permanent station.

"Several years ago there was a design miss," Patrick Foye, executive director of the Port Authority, told reporters Tuesday. "Should it have been caught? The answer is, probably."

The temporary loading bays will add millions to the cost of One World Trade Center, the glass and steel spire previously known as the Freedom Tower. The building is now 90 stories high.

"We and the other concerned stakeholders believe this will be a short-term issue and will not impede completion of the site or tenants moving into the buildings," Foye said. He spoke after giving a speech to the Association for a Better New York.

The Wall Street Journal on Monday reported that the cost of One World Trade Center has soared to $3.8 billion, $700 million more than the last publicly released estimate in 2008.

Foye said the rising costs will be examined in a review of the agency that is being prepared for the governors of New York and New Jersey. He would not confirm the $3.8 billion figure.

Other problems at the World Trade Center have included a dispute with the foundation that is building a 9/11 museum and financial troubles that have dogged the company that is laying steel.

Foye said One World Trade Center is 60 percent leased by tenants including the Conde Nast magazine company and Vantone Industrial, a Chinese real estate company. But other buildings planned for the complex have struggled to find occupants.

Last week Silverstein Properties Inc., the developer building the 80-story Three World Trade Center, said it is still looking for tenants to fill the first 10 floors of that building, which is already under construction. If it cannot fill 10 floors, Silverstein must stop construction at seven floors under a financing agreement with the Port Authority.

The second-highest building in the planned complex, the 88-story Two World Trade Center, is also on hold because of a lack of tenants.

Foye said the Port Authority still expects to finish One World Trade by the end of 2013.

He said completion of the tower will allow the agency to refocus on its transportation duties, including long-overdue overhauls of its bridges and improvements to its airport terminals.

Tuesday was the deadline for contractors to send proposals to the Port Authority to replace La Guardia Airport's Central Terminal, which Foye called obsolete.

"It's got a quaint, nostalgic but unacceptable kind of 1940s, 1950s feel that's just not acceptable," he said.

Foye also said about $350 million is earmarked for overhauling Terminal B at Newark Liberty International Airport. Travelers have criticized that terminal because of the way it limits passengers to individual "piers" instead of allowing them to move around the whole terminal.

Later this year, the Port Authority will also ask contractors for proposals to build a new Terminal A at Newark, Foye said.

Delta Air Lines and the Port Authority are also renovating Delta's hub at John F. Kennedy International Airport's Terminal 4, mostly through $900 million in special-project bonds.

Breathtaking Cloud Formation Shines Over Rockies (LiveScience.com)

This spectacular, multi-hued formation of lenticular clouds was observed soon after the sun set over Rocky Mountain National Park near Estes Park, Colo., on Jan. 5.?

Professional photographer Richard H. Hahn was on the south side of the park's Deer Mountain when he noticed the unique cloud formation in the dusk sky. He rushed to find a shooting angle that would place the colorful clouds in the context of the valley and mountains, and he snapped the magnificent view at 5:02 p.m. MST (7:02 EST).

"The great colors lasted only a few minutes, so it was a lucky observation," Hahn told OurAmazingPlanet. "I felt very grateful to be in a high-enough elevation with a favorable shooting angle to capture this scene with perspective."

Lenticular clouds are characterized by their smooth, symmetrical oval or round shapes, and because of this, they are often referred to as "flying saucer" or "UFO" clouds. They can appear near the lee side of a mountain ridge, which is the portion of the mountain sheltered from winds.

"I have seen quite a few interesting lenticulars during my nine years in Colorado, but never one quite like this," Hahn said. "The significance of this particular atmospheric event was the dramatic shape and color of the cloud. It really did look like the mothership UFO." ?

Lenticular clouds form when waves of moist, fast-moving air are pushed upward by winds and ascend over high mountains. At the mountain's higher altitude, the moist air's water droplets cool and expand, and the water vapor condenses. When the air moves over the mountaintop and descends to uniformly humid conditions, lenticular clouds form.

They can look like one large, lens-shaped cloud, or several waves of moist air can result in lenticular clouds that resemble pancakes stacked atop each other, like the ones in this photo.

Because the photo was taken about 20 minutes after sunset, Hahn explained that the cloud's beautiful pink, orange and melon colors required a clear sky between the lenticular cloud and the western horizon. The setting sun's rays were able to reach the high-hanging cloud.

"The air was dead quiet at my location, which is a big contrast to the high-velocity winds implied by the lenticular cloud at higher altitudes," Hahn added.?"It was ominous and breathtaking."

Samsung monitors have long been known for their style and solid image quality, and the SyncMaster S23A550H ($259.99 list) continues the trend. This 23-inch beauty delivers outstanding color quality and great dark grayscale performance, and does so without using much power. However, it only has one digital input and is short on features.

Design and Features
Fans of Samsung's Touch of Color design will appreciate the S23A550H's Rose Black finish, which happens to be the same finish used on the Samsung SyncMaster T220D. The 23-inch 1,920-by-1,080 TN+ panel is framed by reddish black bezels that are covered with clear trim and are slightly curved, giving the monitor a sense of style and preventing it from appearing too box-like. The Samsung logo appears on the lower bezel as well as on the back of the monitor. The 7 pound glossy black cabinet measures 1.5 inches at its thickest point and is supported by a clear round base with piano black trim. The mounting arm provides tilt adjustment, but lacks height and swivel movement. It also has a cover that unsnaps, so you can tuck cables away and keep them out of sight.

Input connections are sparse; you get an HDMI port and a VGA port, and that's it. A secondary HDMI port, like the one on the ViewSonic VX2753mh ($349.99 list, 4 stars), would make it much easier to connect to a gaming box or external Blu-ray player. In keeping with the clutter-free motif, a rounded cover snaps onto the back of the cabinet to hide the cable connectors.

There are six touch sensitive buttons on the right side of the lower bezel. In addition to the power switch, there's a Menu button that launches the on-screen display (OSD) menu, an ECO button that doubles as a navigation button, a brightness button that is also used for menu navigation, an input source/navigation button, and an Auto Adjust button for use with an analog signal. Pressing any button activates on-screen labeling above each button with icons that show you what the button does, making it easy to work your way through the menu system.

Picture settings include Samsung's Magic presets; MagicAngle lets you select one of six viewing angle modes optimized for your viewing position. For example, if you lean way back on your chair to the point where you look up to see the screen you can choose one of the Lean Back modes. There are also modes for standing and viewing from the side, but side angle viewing is already quite good on this monitor. You will get a better picture if you happen to be standing or sitting at an off angle, but the best all-around picture comes with this feature disabled and the monitor positioned for optimal viewing.

MagicBright consists of five presets offering brightness and contrast level settings that are optimized for specific applications. Standard mode gives you the best picture for everyday use and Cinema mode is useful for watching movies in a dimly lit room. Colors in the Game mode are way too oversaturated, and the Dynamic Contrast mode offers automatic brightness and contrast control depending on the content and is a bit sharper than Standard mode. Users can create their own preset using the Custom mode.

When enabled, MagicColor enhances skin tones and punches up colors in Full mode, while Intelligent mode enhances everything except skin tones. Both MagicColor settings produce slightly oversaturated colors and cannot be used when the MagicAngle feature is enabled. You can also tweak Red, Green, and Blue color levels, color temperature, and gamma settings.

The ECO button takes you to a screen with several neat power saving options; there's an ECO Motion Sensor setting that when enabled will put the monitor into power saving mode if no motion is detected. You can choose one of five time intervals (5, 10, 20, 30, or 60 minutes) for the sensor and have the screen turn off or go dim if no motion is detected during the selected time frame. You can also select one of three ECO Saving modes (Off, 75 percent, 50 percent). When set to Off the panel uses only 19 watts of power, which is great for a 23-inch panel, but not quite as good as the 24-inch Lenovo LS2421P Wide ($219.99 direct, 4 stars) (16-watts). Changing the setting to 75 percent knocks power usage down to 18 watts with only a slight decrease in luminance, while the 50 percent setting brings it down to 14 watts with a more noticeable loss of luminance. All things considered, I'd suggest leaving the ECO Saving mode off as this mode offers the best picture and doesn't use much power anyway. Either way, the S23A550H's low power characteristics and useful power-saving options earn it our GreenTech stamp of approval.

Performance
The S23A550H produces inky blacks, which in part helps it to deliver bold, well defined colors. The panel had no trouble displaying every shade of dark gray on the DisplayMate 64-Step Grayscale test, although light grays were a bit washed out at the bright end of the scale. Colors scaled evenly from dark to light on the Color Scales test and there was no noticeable tinting or oversaturation. Small text was sharp and easy to read at 5.3 points (the smallest font on the DisplayMate Scaled Fonts test), and as mentioned above, viewing angle performance was quite good from the sides. There is, however, some color shifting when viewed from the top and bottom angles.

Although the S23A550H lacks the necessary ports to be considered a gaming monitor it does have a speedy 2-millisecond (g-g) pixel response and does a fine job of displaying fast motion sequences. I hooked the monitor up to my PS3 via the HDMI port and fired up the fast action racing game Need for Speed Carbon and did not detect any blurring or ghosting while zipping through the city streets at a high rate of speed. The Cohen Brothers True Grit in HD, streamed via Netflix, looked great on the 23-inch screen, which delivered natural-looking skin tones and crisp colors.

If you're looking for a 23-inch monitor that delivers bold colors and deep blacks, the Samsung SyncMaster S23A550H is right up your alley. You don't get many ports with this model, and its light grayscale performance could be better, but it'll save you a few bucks on your utility bill and bring a touch of style to your desktop. That said, the Editors' Choice Lenovo LS2421p Wide offers equally impressive performance and energy efficiency, comes with a four port USB hub, and gives you a slightly bigger screen. It's around $30 cheaper, too.
