Abramovich takes stand in billionaires' legal feud (AP)

LONDON ? Russian billionaire Roman Abramovich hit back against fellow oligarch Boris Berezovsky on Monday, telling a court he was never the older man's protege and does not owe him a cent.

Berezovsky is suing Abramovich in a London court for several billion dollars, saying that Abramovich had intimidated him into selling shares in their jointly owned oil company Sibneft at a fraction of their value.

Abramovich, the media-shy owner of the Chelsea Football Club, dismissed that claim as nonsense as he took the stand at London's Commercial Court. The case has fascinated the city's large Russian community and provided a peek into the Wild West years that followed the 1991 collapse of the Soviet Union.

Abramovich told the court that he had never made a "legal, binding agreement" with Berezovsky over Sibneft, a Russian oil and gas conglomerate.

And in a written witness statement, he said Berezovsky "has already obtained a very substantial sum of money from me and I do not believe that he has any entitlement to be paid anything more, whether in law or honor."

Berezovsky, who amassed a fortune during Russia's privatization of state assets in the early 1990s, has testified that during the chaotic years after the breakup of the Soviet Union he was a mentor to Abramovich and treated him like a son. Together with a third partner they set up Sibneft.

But Berezovsky, an ally of former Russian President Boris Yeltsin, fell out with Yeltsin's successor, Vladimir Putin, shortly after he became president in 2000. Berezovsky fled to Britain, which granted him political asylum, and has since become a fierce critic of the Kremlin.

Abramovich sold Sibneft to Russia's state-owned gas monopoly Gazprom in a multibillion-dollar deal in 2005.

Abramovich, 45, said in his witness statement that "I was not his protege and he was not my mentor."

He claimed Berezovsky, now 65, was a political godfather whom he paid for protection. Abramovich used the Russian word "krysha," or roof, to describe their relationship.

"A person giving krysha to another was a person who acted as a protector," Abramovich said in his witness statement. "I had to pay Mr. Berezovsky for the opportunity of creating the oil company under his protection."

Abramovich's lawyer has said that between 1995 and 2002, the younger man paid Berezovsky $2 billion for his patronage, including money for homes in France, private planes, art works and jewelry.

"At times it was difficult to meet Mr. Berezovsky's demands and I thought they were often excessive. However I was concerned about what might happen if we lost the krysha," Abramovich said in his statement. "If Mr. Berezovsky needed to charter a plane in order to fly somewhere, or wanted a yacht to be chartered, he would ask me to pay for it."

Abramovich described Berezovsky as an intensely ambitious man with "far-reaching political ambitions."

"There was at times something of a megalomaniac about him that could lead to fantastic suggestions on his part," Abramovich said, citing one idea to restore monarchy in Russia.

"The grander the plan he entertained at any given time, the more cash he would be after in his almost-fanatical zeal to seek to make those grand plans a reality."

The case is expected to last for two months.

Michael Douglas says can't forget being told of cancer (Reuters)

LOS ANGELES (Reuters) ? Veteran actor Michael Douglas said in a recent interview with Alec Baldwin that he will never forget when he was first told he had late-stage throat cancer in 2010.

The 66-year-old "Fatal Attraction" actor, who was diagnosed with the disease in August, underwent radiation treatment and chemotherapy and in January 2011, announced the tumor was gone. But five months earlier, the story was different.

"I'll never forget that moment when he (the doctor) looked up at me and looked back down. I knew, and he said 'Well, I guess we're going to have to take a biopsy, see there's a polyp here,' it was on my tongue. Two days later, he called me back and said 'you've got cancer,'" Douglas told Baldwin in a podcast posted earlier this week for New York public radio station WNYC.

Douglas said that just after filming "Wall Street: Money Never Sleeps" his throat felt "a little sore," but he thought it was from the stress of portraying financier Gordon Gekko, the role that earned him an Oscar in 1987's "Wall Street."

"I thought maybe it was from tension, from the part, where you haven't placed your voice, where you're swallowing your words and you speak from the back of your throat," he said. "I had a little bit of a sore gum and so I saw doctors."

He underwent seven weeks of treatments that cleared the cancer and now he has this advice for others: "the thing with cancer is that you want to get it as early as you can."

Douglas also touched on coming to terms with his eldest son Cameron's history of drug abuse and his jail sentence in 2010 for dealing methamphetamine and cocaine and possessing heroin.

"I think as far as drug addiction, your peer group plays a huge part of that," said Douglas. "In my oldest son's case, there was no end, until he was incarcerated."

After taking time to recover from cancer treatments, Douglas will next be seen in the title role of "Liberace," a film based on the life of the famous American pianist with Matt Damon playing his on-screen lover.

"Liberace was a lovely guy," said the actor. "I haven't played a lot of nice guys."

Can 'Occupy' protests last without leaders? (AP)

NEW YORK ? They were out to change the world, overthrow the establishment and liberate the poor. But first somebody would have to do something about those bongo drums.

At the Occupy Wall Street protest camp in Manhattan, protesters agonized over what to do about drum players who had turned part of the site into an impromptu dance floor. The neighbors were complaining about the racket. The protesters had tried to put a time limit on the noise, but the drummers were refusing to obey.

"It's an issue, definitely," sighed protester Kanene Holder, 31, late last week. "We'll have to work it out."

Reining in a few pesky percussionists would seem to be an easy task for a movement seemingly on the verge of becoming a political force. But one month after it burst onto the scene and inspired similar protests across the country, the Occupy Wall Street protest remains stubbornly decentralized, complicating everything from enforcing camp rules to writing a national platform.

On Saturday the protesters marched on bank offices and later into Times Square mixing with gawkers, Broadway showgoers, tourists and police to create a chaotic scene in the midst of Manhattan.

"Banks got bailed out, we got sold out!" protesters chanted Saturday from within police barricades. Police, some in riot gear and mounted on horses, tried to push them out of the square and onto the sidewalks in an attempt to funnel the crowds away.

But while the movement's message against corporate greed has struck a nerve with many Americans, the lack of leaders in Manhattan and at other protest camps has baffled many.

In Minneapolis, Hennepin County Sheriff Rich Stanek has been meeting every morning with a delegation of protesters ? "at least, the ones who come forward and say they are the organizers," Stanek said. "It's a little difficult because it seems like each day it's been a completely different group of folks."

Protesters say the decentralization is deliberate and note that other movements, like the 1960s civil rights effort, began in a similarly disorganized way. It also calls to mind the Arab Spring, which had influential protesters but no clear leaders, at least initially.

And some academics who have studied dissent movements say that while being "leaderless" has some drawbacks, it could also have great advantages. Chief among them: It has allowed people with very different backgrounds ? like union workers and anarchists ? to rally behind the same broad message against corporate greed, without actually agreeing much on where the country should go from here.

"They have achieved popular support so much quicker than anti-war movement, or civil rights movement," said Todd Gitlin, an expert on political dissent at Columbia University.

From its earliest days, the people at the heart of Occupy Wall Street have worked hard to make it a movement without leaders.

The original call for the demonstration came from the editors of the Canadian anti-consumerist magazine Adbusters in mid-July. But since then, no one on the publication's staff has been actively involved in organizing or leading the protests.

The two men who came up with the idea, 69-year-old Adbusters co-founder Kalle Lasn and 29-year-old editor Micah White, have yet to go to New York to see the demonstration.

The large group of activists who began meeting to plan the occupation in midsummer came from a variety of groups and backgrounds, and resolved from the start that they wouldn't elect leaders, appoint a central planning council, or even name lead negotiators to deal with New York's police or City Hall.

"A lot of people can't handle that ? it goes to their head," said Joey Pearson, 29, a laid-off auto worker from Cincinnati.

Instead, decisions at the camp in lower Manhattan's Zuccotti Park are made at a General Assembly of protesters that sometimes numbers in the thousands, while the nitty-gritty work of organizing the encampment is carried out by a large number of autonomous work teams that largely function without central oversight.

New York police have prohibited protesters from using a public address system because they do not have a permit for their demonstration. So the protesters have adopted a system of hand signals ? fingers up for agreement, down for disagreement ? and a "human microphone" in which the crowd repeats each word so that everyone can hear.

On Friday night the General Assembly meeting lurched along through this call-and-response system.

"The GA ..." shouted a member of the Facilitation Committee.

"THE GA!" bellowed the crowd.

"... is now ..."

"IS NOW!"

"... in session."

"IN SESSION!"

A member of the Community Relations Committee outlined the drum problem, summarizing the neighbors' concerns a few words at a time.

The General Assembly had already decided during Thursday night's meeting to limit drum playing, but to no avail.

On Friday, the body failed to reach a consensus. But a smaller group of drummers and mediators later agreed to limit the music to noon to 2 p.m. and 5-7 p.m., said Andrew Smith, 26, of Portland, Ore., who sat in on the negotiations.

The slow pace of decisions has also led to other problems, like keeping the site clean.

Bobby Cooper, who is on the sanitation working group, said volunteers had been planning a mass cleaning of the park for about a week but no decision had been made on their proposals because of drawn-out discussions.

Finally, on Thursday, with the threat of the park's owner evicting protesters to do its own cleaning, the sanitation group got some attention ? and some plastic bins to distribute to the occupiers.

"I would have wanted these bins a week ago," said Cooper, 30, of Brooklyn.

In other areas, though, the independent nature of the work teams has allowed them to act efficiently and quickly. From its first days, the protesters have had an aggressive media outreach program. The finance committee worked out an agreement with a nonprofit group in Washington, D.C., that has begun allowing the movement to accept credit card donations online.

To date, some of the biggest events associated with the demonstration have been put in motion by the work teams, rather than the assembly. For example, the group's march several weeks ago to the Brooklyn Bridge ? a demonstration that ended in hundreds of arrests and raised the movement's profile ? was planned by the direct action working group, said Brooklyn schoolteacher Matt Presto, one of a few dozen "facilitators" who specialize in moderating general assembly meetings, and other large discussion groups.

And people are demonstrating leadership, even if they don't have a formal title, activists said.

"There is not a classification in leaders. But there are people whose voices are respected, and who people want to listen to," said one organizer, Marina Sitrin.

The commitment to consensus on big issues has prevented the group from settling upon a single list of demands to present to the public, protesters say. But they insist that's OK.

"When the civil rights movement started, people didn't come out right out with a big list of demands ? they came out in the streets and just said, `We're not going to accept society the way it is,'" said Ed Needham, 43, a public relations manager from Cambridge, Mass. "That's the stage we're in right now."

A sign near the edge of the protest camp Friday echoed that sentiment.

"We're here, we're unclear, get used to it!" it said.

The movement against nuclear power in the 1970s eschewed big-name leaders or national organizations. So did the early feminist movement, where organizational meetings favored consensus over strong leadership. Quakers have been using the consensus model for hundreds of years.

But political experts say there are drawbacks.

With outsiders not quite certain who is in charge, or who has authority to speak for the group, there is a possibility that the press or public could become confused about what the demonstrations stand for, said John Krinsky, a political science professor at the City University of New York.

Core groups of leaders will eventually emerge, said Gabriella Coleman, an assistant professor in the Department of Media, Culture and Communication at New York University who has been studying Occupy Wall Street and also participated in some of its early planning meetings.

"What happens often is that, sometimes when a tight-knit working group gets to know each other quite well, newcomers, like six months down the line, have a harder time getting involved. There is already a culture, friendship, and it is hard to break into that core group," Coleman said.

The bigger hurdle for the Occupy movement may not be the lack of strong leaders but the large philosophical differences between the small group of demonstrators and the much larger ? but less radical ? group of outsiders who have been supportive of the protests from afar, Gitlin said.

The young people at Zuccotti Park "really think they are headed for no future. No jobs. Ice caps are melting. Misery in the offing ... You want a new civilization," Gitlin said.

"But most of the people who support you ... they don't want a new civilization. They want to be middle class."

Microsoft Completes Skype Purchase (NewsFactor)

Microsoft and Skype are now one company. The Redmond, Washington-based technology giant completed its acquisition Friday of the once-upstart, Internet-based communications company.

In a posting on The Official Microsoft Blog, Tony Bates, the former Skype CEO who is now head of the new Skype division, said the deal-closing "represents a huge leap forward in Skype's mission to be the communications choice for a billion people every day."

'To Transform Communications'

Bates said Skype's position would be at "the intersection of social, mobile and video communications." He added that the company's goal was "to transform communications," which meshes with Microsoft's goal of creating "communication across every device and every platform."

In a video message, Bates said both Skype and Microsoft are "disruptive, innovative, software-oriented companies." The envisioned world, he said, is one of "complete, pervasive video communications, something that's across all parts of your life."

In May, Microsoft said it intended to buy Skype for $8.5 billion. Last week, Microsoft cleared its last major regulatory hurdle when the European Commission approved the purchase.

In a statement, commission official Joaquin Almunia said the "deal would not significantly impede effective competition in the European Economic Area."

One of the questions had been whether Microsoft would hinder Skype's interoperability with other companies, or if it would integrate Skype with its widespread Windows operating system, creating market advantages others could not match.

'A Big Deal'

On the first matter, the commission found that Microsoft would have no incentive to diminish Skype's interoperability, since it's to the advantage of the Skype brand that it be available via as many partners and platforms as possible.

Concerning whether Microsoft could integrate Skype with Windows, as it had been accused of doing with its Internet Explorer browser, the commission reasoned that most users could readily download a version of Skype if they wanted, and that most users who buy a PC with Skype installed were already registered Skype users.

Brad Shimmin of Current Analysis described the Skype acquisition as "a big deal for Microsoft." The purchase, he said, will allow the company to offer "more complete communications and collaboration packages, not just for consumers, but for midmarket businesses." For large businesses, he said, Microsoft will probably continue to offer video conferencing through its partnership with Polycom.

Video is a growing part of communications, and of Skype. According to statistics released recently by Microsoft, about 42 percent of all Skype-to-Skype minutes were video calls, and there were 1.8 billion hours of Skype video calls made in the year ending in August.

Skype was founded in 2003 by Niklas Zennstrom and Janus Friis, and it has about 124 million registered users. It is the largest Internet communications company, but has had difficulty being profitable. eBay bought the company in 2005 for an estimated $2.6 billion, but then sold it to an investor group last fall for an estimated $2 billion.

IMF calls for pan-European deposit insurance (Reuters)

KENMARE, Ireland (Reuters) ? The International Monetary Fund called on Saturday for an EU-wide deposit insurance scheme and more coordinated regulation of the continent's banks to prevent contradictory national regulation from exacerbating its debt crisis.

Global markets have been rocked in recent weeks by fears the euro zone sovereign debt crunch could cause a pan-European banking crisis, prompting some European leaders to call for the joint recapitalization of the largest banks.

A common bank crisis management system, a supra-national resolution regime and common deposit insurance rules would help significantly stabilize the banking system, said Ajai Chopra, the deputy director of the IMF's European Department.

"Steps taken and contemplated (so far) do not go far enough. Modest reforms are not sufficient in the current environment," Chopra said during a speech in Kenmare, a small town in southwestern Ireland. "The crisis requires convincing sceptical markets that Europe can make bold and unified decisions."

IRELAND GETS A GRIP, BUT NOT OUT OF WOODS YET

Chopra is in Ireland for the country's latest quarterly review under its 85 billion euros EU-IMF bailout. The outcome of the review will be published late next week.

He said the Irish government had come to grips with its banking problems but that weakness in the domestic economy remained a concern. "Unemployment is still very, very high ... until unemployment also starts to come down, we shouldn't start to pop the champagne," he said.

Ireland's unemployment rate is over 14 percent, compared to 4.6 percent in 2007 -- before a property bubble burst and the economy was brought to its knees.

To prevent weakness in Europe's peripheral countries morphing into a banking crisis, Brussels needs to up its game in terms of regulation, he said.

The IMF believes a deposit insurance scheme should be introduced in parallel to an increased harmonization of deposit insurance schemes in the member states to ensure sovereign problems don't trigger destabilizing bank runs, he said.

The scheme could be funded by a harmonized bank levy on selected bank liabilities or a financial activity tax, he said.

EU leaders should also introduce a binding bank crisis management and resolution regime to reduce the risks of problems at bank's that operate across the continent.

"PAN-EUROPEAN BACKSTOP"

"A common pan-European backstop would help break the link from the balance sheet of banks to the balance sheets of the sovereign," Chopra said.

The European Banking Authority should be granted supervisory authority and potentially resolution authority for all banks with cross-border activities, he said.

The EU should then set capital requirements for its banks at a higher level than targets set to be implemented by the Basel Committee of global regulators' minimum bank capital level of 7 percent.

The rule is being phased in from the start of 2013 to the end of 2018.

European leaders are expected to unveil their plans to resolve the debt crisis, which has dragged on for over a year, at a summit on October 23.

In unusually direct language, finance ministers and central bankers of the Group of 20 major economies said on Saturday they expected the October 23 summit to "decisively address the current challenges through a comprehensive plan."

Behind closed doors, China leaders to ponder big choices (Reuters)

BEIJING (Reuters) ? China's top leaders convene for their latest secretive conclave on Saturday, giving them a chance to ponder looming economic and political choices ahead of leadership changes in the world's second-largest economy.

This year, the five-day annual meeting of the Communist Party Central Committee will ostensibly focus on enlivening the nation's "cultural system": its state-run publishers, performance troupes and broadcasters struggling to balance the pull of the marketplace with the dictates of propaganda.

But the gathering will give central and provincial leaders a chance to discuss clouds gathering over China's economy, and the delicate politics of choosing a new leadership to take over when President Hu Jintao and Premier Wen Jiabao step down after the party congress in 2012.

The central committee plenum will bring together some 370 officials -- more than 200 of them full committee members, the rest auxiliary members -- and it usually gathers at the walled-off Jingxi Hotel in west Beijing.

The government does not disclose details of what transpires at such meetings, and usually issues a vague summary of the outcomes after they end, allowing only guesses on the directions being mapped out.

In China, power resides in the party elite, and meetings of the Communist Party Central Committee are chances for powerful provincial chieftains to push their agendas and lobby for promotions for themselves or prot?g?es.

"These plenums always have a theme or excuse to meet, and this year it's culture, but that's also an excuse, or front, allowing the leaders to meet and discuss other issues," said Chen Ziming, a Beijing-based political analyst who was imprisoned after 1989 protests for advocating democratic change.

"Whatever the theme, Hu Jintao or whoever has the opportunity to depart from the theme and explore other issues."

However, China's top-down decision-making usually works in increments, and it's early for leaders to make big leaps in economics or politics, said analysts. When it ends on Tuesday, this meeting could emit rumblings of changes to come, but not thunderbolts of instant change.

CAUTION

Additionally, the advent of leadership changes makes officials even more cautious, discouraging them from policy gambles that could damage their prospects.

"I think that at this level a lot of things are quite uncertain because it's really up the top leaders to negotiate who should stay, who gets promoted and who is not. I think this part is not clear," said Bo Zhiyue, a political scientist at the National University of Singapore's East Asian Institute, referring to the leadership to succeed Hu and Wen.

Although Vice President Xi Jinping and Vice Premier Li Keqiang are the front-runners to succeed Hu and Wen respectively, the membership of the rest of the next standing committee, the party's leading core, will be settled only in the coming year through complicated give-and-take, said Bo.

"Gradually, they are going to narrow it down to two or maybe one long list of candidates for the 18th central committee. But for the top leadership -- the politburo members and the politburo standing committee members -- it is really up to, more or less, bargaining among the elites," said Bo.

The 18th central committee will be chosen at the party congress due to convene in late 2012, succeeding the current, 17th central committee.

Potential contenders for top positions who will gather in Beijing include: Bo Xilai, the charismatic boss of Chongqing municipality in the southwest, who has promoted an ambitious program to narrow economic inequalities; Wang Yang, the boss of export-driven Guangdong province in the south, who has cast himself as a more liberal leader; and Yu Zhengsheng, the boss of Shanghai, the country's coastal business center.

One player who will not attend is Jiang Zemin, the retired president likely to still have some say over key personnel decisions. But he attended a big anniversary meeting at the weekend, signaling that rumored ill-health has not incapacitated him.

In economy policy, too, the central committee meeting is, at most, likely to flag government thinking, but not settle on any major changes to an economy that has grown rapidly but has suffered from nagging inflation and concerns about a global economic downturn.

Data released on Thursday showed China's trade surplus narrowed for a second straight month in September, with imports and exports lower than expected, reflecting global economic weakness and domestic cooling.

The central committee meeting also could "be an occasion to discuss contingency policy plans to any fallout of the euro zone sovereign crisis", Tao Wang, head of China economic research at UBS Investment Bank in Hong Kong, said in a research note.

Any big steps were likely only in late 2011, when leaders hold their annual conference to set broad economic policy, said Wang.

"By then, we think policy-makers would have observed the deceleration in export growth as well as inflation, which would then prompt them to revise (their) policy stance," he wrote.

On the outside, the Inspiron One 2305 (IO2305-4400ELS) looks like the other Insprion One systems we've seen in the past, like the Dell Inspiron One 2305 (IO2305-3114MSL) ($849.99 list, 2.5 stars) and Dell Inspiron One 2305 (IO2305-4429MSL) ($849.99 list, 4 stars). All three have the same 23-inch, 1,920-by-1,080 (1080p) resolution screen, wireless connectivity, and touch-screen capability. All three are more all-in-one PC than touch-screen PC, due to the upright position of the screen. The system can't tilt back far enough to make it easy to use for extended periods of time, like the HP TouchSmart 610-1150y ($1,199.99 list, 4.5 stars). Having your arm stretched straight out to work the touch screen will get very tiring very quickly. Think of the touch screen as a "once in a while" convenience rather than a full-time interface, like on a tablet.

Dell's Stage touch interface doesn't help. It's easy to bring up a program or function with a quick tap of a finger on the screen, but aside from photo and video viewing, Stage doesn't really offer the kind of user interface (UI) that you see on systems like the HP TouchSmart 610-1150y. The HP TouchSmart interface has a fully-functional desktop UI that lies on top of Windows 7 that creates a seamless experience when navigating through your apps. Furthermore, the HP 610-1150y's tilting screen and superior ergonomics simply makes the touch experience better. However, if you're one of the few out there with a Dell Streak 5 or Streak 7 tablet, you can use the tablet to view shared content from the Inspiron One 2305.

The Inspiron One 2305 (IO2305-4400ELS) has six USB 2.0 ports, the usual audio and Ethernet ports, and a VGA-out port. The system lacks a few niceties, like HDMI-in (so you can hook up a cable box, laptop, or game console), eSATA or USB 3.0 (for faster hard drive data transfers), or Blu-ray (for HD movies). You will be able to get HD videos and downloads off of the Internet via services like YouTube, Amazon, and Netflix. The desktop comes with a wireless keyboard and mouse with a USB receiver for both, but the keyboard is a little cheaper than the one we saw on previous models, which had more multimedia keys and a rotary controller for volume. The Inspiron One has a label touting its JBL speakers: While they were fairly loud, the speakers definitely distorted at full volume?a deal-breaker for those who like to turn the volume up while working or playing. The test unit came with VGA-out port, which allows you to hook up a second screen for multi-monitor displays. That second screen likely won't have touch-screen capabilities, but having two screens is nice for multitasking.

The Dell IO2305-4400ELS comes with just a little more bloatware than the previous iteration. It has several icons dropped on the initial desktop screen and in the Start menu, including Blio (ebook store), Roxio SyncUp (a PC-to-PC file sync service with cloud storage), and McAfee Internet Security (with only 30-days of updates). Another new utility is Intel's WiDi 2.0 technology, which lets you hook your PC up to display on any HDMI-capable display like an HDTV. You will, however, need to buy Netgear's Push2TV receiver (a $99 option), which has to be tethered to the HDTV at all times. The system's 1TB, 7,200rpm hard drive is capacious, though 1TB drives are becoming commonplace on new PCs.

Best Buy also has an extended warranty program, which adds a year to the standard one year warranty offered by most manufacturers. There are two plans in this extended warranty program. The standard plan ($119.99) covers the system against normal wear and tear, power surge damage, and includes a "No Lemon" guarantee in which Best Buy will simply replace the computer if it requires more than four repairs during the coverage period. Best Buy's advanced plan ($219.99) offers all this, and also covers the system against accidental damage from drops and spills.

Performance

The Dell Inspiron One 2305 (IO2305-4400ELS) is a decent all-in-one desktop overall, but unless you're a diehard Dell fan, other systems will outshine it. For example, the Sony VAIO VPC-L222FX/B ($999.99 list, 3 stars), though more expensive, is both more attractive and more feature-laden, with components like the USB 3.0 port, HDMI in/out ports, and smooth touch-screen experience. Heck, even the previous Inspiron One 2305 (IO2305-4429MSL) had Blu-ray, HDMI, and a TV tuner for only $50 more. All-in-one desktops like the Editors' Choice HP TouchSmart 610-1150y and Sony VPC-L222FX/B call attention to their touch screens and make the case for the added expense. Think of the Inspiron One 2305 (IO2305-4400ELS) as a decently priced all in one PC that just happens to have a touch screen.

Before Sonnen took on Silva last year at UFC 117, he disclosed that he was taking testosterone because of a deficiency in his system. After several hearings during an appeal process, Sonnen wound up serving a one-year suspension.

It overshadowed what happened that night in Oakland. Sonnen dominated the nearly unbeatable Silva for 23-plus minutes before blowing it late and falling victim to a submission. The storm has been brewing for over a year and Sonnen has been talking major trash about the champion to anyone who would put a microphone in front of his face.

There's was certainly a lot of pressure on him tonight, but it didn't show. Stann is a dangerous striker, but his grappling has always been a weak point. Sonnen went right after his opponent's achilles heel. He dumped him to the mat early the first and kept him down for the rest of the round. In the second, it took just six seconds to get Stann to the mat. He grinded on Stann with elbows and punches. The crowd starting booing and for some odd reason referee Keri Hatley stood the fighters up. It didn't help Stann. Just 20 seconds later, Sonnen lifted Stann off the ground and slammed him. With 1:27 left Sonnen slapped on the arm-triangle choke. Stann held out for a while, but had to tap, giving the victory to Sonnen.

Riot-hit Britain plans to put prisoners to work (Reuters)

MANCHESTER, England (Reuters) ? Britain wants to put more prisoners to work in an attempt to rehabilitate a "growing feral underclass" blamed for riots that swept English cities two months ago, Justice Secretary Ken Clarke said on Tuesday.

Manchester, hosting the annual conference of the ruling Conservatives, was one of a number of English cities hit by rioting and looting that rippled out from London after police shot and killed a black suspect in August.

Clarke, a veteran viewed as a moderate in the center-right party, won backing for his plan from a group of business executives led by Richard Branson, chairman of travel and entertainment company Virgin Group.

"I want to see hard work flourishing in every single jail in the UK," Clarke said.

Clarke said that more than three-quarters of those charged after the summer riots were repeat offenders and that putting them to work while behind bars would help to break that cycle.

Britain has one of the highest prison populations in western Europe and a poor record in rehabilitating offenders.

"Our feral underclass is too big, has been growing, and needs to be diminished," Clarke said.

Branson and the head of retailer Marks & Spencer were among eight company bosses to support the initiative. They said there was a "large number of potential superstars" languishing in prison and held back by their criminal records when freed.

"Offenders can gain some relevant skills, and have the opportunity to experience the world of employment before they leave prison," the business leaders wrote in a letter to the Financial Times.

The worst riots in decades have not affected the poll ratings of the Conservatives who have ruled in coalition with the left-leaning Liberal Democrats since May 2010.

The Conservatives are viewed as the "law and order" party and Home Secretary (interior minister) Theresa May struck a hardline tone that drew applause from activists at the conference. She blamed the riots on "greed and criminality, fueled by a culture of irresponsibility and entitlement."

May said she would this month publish a strategy to tackle gang culture that is blamed for much of the violence in Britain's inner cities.

May pledged to curb immigration and to change the law to make it easier to deport foreigners convicted of crime.

London Mayor Boris Johnson, a maverick whose jovial manner hides fierce political ambition, fired a warning shot across the bows of a government which is cutting police budgets as part of its austerity drive.

Police flooded the streets to quell the riots and Johnson said Londoners were desperate there should be no repeat in the capital that will host the Olympics next year.

"I can tell you that as long as I am mayor, I will not allow police numbers to fall below a level that I believe is safe or reasonable for a great city," said Johnson, who faces a re-election battle with Labour rival Ken Livingstone next May.

    Al Qaeda, the Pakistani Taliban and the Haqqani network -- blamed for a Sept. 13 attack on the U.S. embassy in Kabul -- picked the most ruthless fighters from their ranks in 2009 to form the Khurasan unit, for a special mission.

    The Obama administration was escalating drone strikes on militants in the Pakistani tribal areas on the Afghan border and something had to be done to stop the flow of tips used for the U.S. aerial campaign.

    Militant groups don't have the military technology to match the American drone programme, but they understand the value of human intelligence, and fear, in the conflict.

    Made up mostly of Arabs and Uzbeks, the Khurasan, named after a province of an old Islamic empire, are a shadowy group of several hundred men who operate in North Waziristan, where Washington believes Haqqani network leaders are based.

    CIA pilots, who remotely operate the drones, could step up their pursuit of the Haqqani network leaders after an attack on the U.S. mission in Kabul last month. That would likely prompt the Khurasan to become more ruthless, after capturing about 120 people they've accused of being spies since 2009.

    When suspected collaborators are caught, they are held in cells in a network of secret prisons across North Waziristan.

    A committee of Khurasan clerics decides their fate. Most are declared guilty after what group members admit are "very, very harsh" interrogations.

    "They are given electric shocks. If they don't help then an electric drill is used or the spies are forced to stand on electric heaters," said one Khurasan operative.

    "Or nails are hammered into their bodies."

    Any attempt to intervene on behalf of people who are captured is risky. The Khurasan see that as collaboration with the enemy too and it is punishable by death.

    Whenever someone is found guilty, the Khurasan make sure everyone knows about it.

    "The spies are taken outside residential areas at night and shot dead. Their bodies are thrown on roadsides or squares in the town with a piece of paper warning others to refrain from this 'dirty' job of spying," said one operative.

    Their methods have become so brutal and widespread that the Khurasan have alienated some of the militant leaders who created them, men who would not think twice about ordering beheadings.

    "We tried very hard to reform the Khurasan but repeated attempts to correct them failed," the top Taliban leader in North Waziristan, Hafiz Gul Bahadur, said in a statement.

    The Khurasan are not dependent on larger militant groups like the Taliban, funding their operations through kidnappings.

    PAKISTAN GOVERNMENT SEEKS HELP FROM PUBLIC

    They are making it more difficult for the Pakistani army to persuade Pashtun tribal communities to form pro-government militias -- a cornerstone of its counter-insurgency strategy.

    On Friday, senior Pakistani military officials complained to members of a North Waziristan pro-government militia that they were failing to improve security and that militants had formed a state within a state there, tribal elders told Reuters.

    The Khurasan, meanwhile, have gone rogue, challenging other militants who may want to rein them in.

    "No one is above our law," said a Khurasan militant.

    News of torture and executions carried out by the Khurasan spreads fast in the villages and small towns of North Waziristan, a region President Barack Obama described as "the most dangerous place in the world".

    People believe members of the group -- who always have their faces covered and wear dark camouflage -- are capable of watching their every move.

    "They know each and every thing about the people they pick up. They even have devices on which they record telephone calls of the people they are working on," said a resident of Miranshah, the main town of North Waziristan.

    "They are silent when they carry out operations. They are more sophisticated than the army's commandos."

    The Khurasan usually don't engage in direct confrontation with the Pakistani army. But a senior military official says that's changing.

    "We face serious problems in areas where the Khurasan operate. We can't leave our compounds and camps because they are on the lookout," said a Pakistani soldier who requested anonymity. "We can't risk an ambush."
